Work Package 6: Promoting institutional change

Work package 6, led by Jennie Rothwell and Julie Anne Young from Higher Education Authority (HEA), Ireland, developed a system for monitoring and evaluating the implementation and impact of Gender Equality Plans (GEPs) in order to support institutional change as the main instrument for promoting inclusive gender equality in the new ERA. As part of this work, the work package analysed how member states and associated countries monitor/evaluate institutional change through GEPs, focusing on EU member states and associated countries where GEPs are mandatory. Based on these findings and those of the other work packages, the work package developed guidelines for national authorities on how to establish an effective national system to monitor GEPs. The work package also produced a system for evaluating the implementation and impact of GEPs, focusing on member states and associated countries where GEPs are mandatory. Based on this extensive work, the work package also delivered two policy briefs targeting different ERA stakeholders: the first one recommends that the European Commission take an active role by introducing monitoring and evaluation guidelines; the latter targets national authorities and research funding organisations, making recommendations on the role national authorities should play in the monitoring and evaluation of GEPs. Ultimately, the work performed indicates that national/regional authorities should take an active role in the monitoring and evaluation of GEPs, with the clear guidance of the European Commission.
