Work Package 3: Gender-based violence and sexual harrassment in the European Research Area

The work package was led by Fredrik Bondestam, Director of the Swedish Secretariat for Gender Research at the University of Gothenburg in Sweden. The objectives of the work package included coordinating policy and building capacities on measures to prevent gender-based violence (GBV) and sexual harassment (SH) within the European Research Area. The work package explored the current state of GBV and SH in higher education, based on the most updated research studies and on a benchmarking survey targeting national authorities and research funding organisations from 16 countries/regions. Connected closely with this task was the development of a baseline analysis that provided an overview of measures in place and under development in research funding organisations related to gender-based violence and sexual harassment. Moreover, drawing on this knowledge, the work package produced an online template for a zero-tolerance policy on GBV and SH for research funding organisations. Furthermore, the work package produced three position papers. The first summarises knowledge on gender-based violence in the ERA, highlighting the need for a systematic infrastructure for ending gender-based violence. The second highlights best practices and offers recommendations for RFOs to address the problem. The third explores the connection between the eradication of gender-based violence and academic freedom, stating that any efforts towards academic freedom must include a zero-tolerance stance towards gender-based violence.
